POSITION SUMMARY
The Gas Pipeline Compliance Analyst is responsible for supporting Hope Utitlies' pipeline safety compliance program by helping ensure gas operations meet applicable federal, state, and company requirements. This role provides compliance analysis and technical support to Operations and other stakeholders, identifies potential compliance concerns, and assists with the documentation and regulatory activities necessary to maintain safe and compliant pipeline operations.
DUTIES & RESPONSIBILITIES
- Reviews pipeline operations and related activities for compliance with federal regulations, including 49 CFR Parts 191 and 192, state pipeline safety requirements, and applicable industry standards.
- Monitors pipeline performance and compliance information to identify potential issues and supports development of appropriate corrective actions.
- Responds to compliance-related questions from Operations team members and contractors and provides guidance based on established regulatory requirements and department practices.
- Supports communications and coordination with compliance-related agencies as assigned.
- Prepares and submits required regulatory reports, records, and supporting documentation to appropriate authorities.
- Supports internal and external compliance audits by compiling records, preparing documentation, and assisting with responses to findings.
- Researches and interprets pipeline safety requirements to support department compliance activities and assigned projects.
- Serve as a departmental leader for facilitating audits, maintaining accurate records, and supporting the development of pipeline safety procedures
- Shares pipeline compliance knowledge with Compliance Department team members and serves as a resource on assigned areas of pipeline safety compliance.
- The Gas Pipeline Compliance Analyst may provide guidance to less experienced staff and may help coordinate team activities and project tasks to support department operations.

The Gas Pipeline Compliance Analyst performs work with limited direction and applies seasoned professional knowledge to complex and diverse assignments, exercises judgment in resolving issues, makes significant contributions to department goals and planning efforts, and may coordinate aspects of work performed by others.
REQUIRED SKILLS & ABILITIES
- The Gas Pipeline Compliance Analyst is responsible for ensuring that the company’s gas pipeline operations meet all regulatory and safety requirements.
- Ability to monitor and ensure compliance with state and federal regulations, including the West Virginia Public Service Commission state requirements and the Pipeline and Hazardous Materials Safety Administration (PHMSA) standards.
- Track pipeline performance, identify potential risks, prepare compliance reports, and work closely with internal teams to implement corrective actions utilizing their expanded industry knowledge.
- Ability to ensure the safe and efficient operation of the company’s gas pipeline systems.
- Ability to manage and lead other technical compliance related projects as assigned.
- In-depth knowledge and understanding of standard operating procedures, State and Federal codes, and pipeline industry terminology.
EDUCATION & WORK EXPERIENCE
Required:
- Bachelor’s degree in engineering, environmental science, business, safety, or related field -and-
- At least 5 years of relevant experience in the compliance field or related field.
- OR -
- High School Diploma or equivalent -and-
- At least 9 years of relevant experience in the compliance field or related field.
PHYSICAL REQUIREMENTS
